Design Duties (MEP) — Pre-Contract Stage
Technical Design (RIBA Stage 2–4) — Enabling Contractor Quotations
This stage supports early decision-making, produces coordinated design information, and enables accurate contractor pricing.
Typical duties include:
- Produce utility load calculations and make applications to relevant utility companies for new / upgraded supply requirements, including review of existing records and constraints to establish potential utility risks
- Review the thermal elements, M&E strategy, and produce As-Designed SAP calculations (including converted dwellings) to demonstrate compliance with Building Regulations and applicable Local Planning Authority requirements
- Attendance at virtual design team meetings to confirm the final MEP strategy and align the design with the Employer’s Requirements (ERs)
- Undertake design calculations of all MEP services and schedule requirements
- Produce detailed Stage 4 Technical Design drawings for the MEP services
- Produce design specifications suitable for tender issue based on the Employer’s Requirements
- Review tender returns and provide comments on costs, qualifications, exclusions, and scope alignment
Typical deliverables include:
- Strategy notes and design narrative
- Utility load schedules and application support (where required)

Construction Duties (MEP) — Construction Stage
Construction Support (RIBA Stage 5–7) — Installation Oversight & Handover
This stage protects design intent, supports quality and compliance, and ensures commissioning evidence is complete and properly recorded.
Typical duties include:
- Review sub-contractor / contractor working drawings to ensure compliance with the Employer’s Requirements and design intent
- Attendance at 3 no. site visits / progress meetings (or as agreed) to review installation progress
- Issue regular site inspection reports based on visual inspections carried out at the time of visit
- During commissioning, attend site and witness testing of major services, reviewing commissioning certificates and records provided by subcontractors
- Support coordination toward handover readiness where required
Typical deliverables include:
- Technical submittal / working drawing review comments
- Site inspection reports
- Commissioning witnessing notes and certification review
Expert Witness Reporting & Mitigation (MEP)
